a) Build the Capacity, develop community involvement and maximise the usage of the WBCATC and the project for the social and economic benefit of its participants b) Empower local residents to participate in the decision making process, gain skills to improve their life-chances and employment opportunities and improve the quality of life in their neighbourhood.
