To promote humane behaviour towards animals in Russia, by providing or assisting in the provision of appropriate care, protection, treatment, neutering and security for animals which are in need of care and attention by reason of sickness, maltreatment, poor circumstances, overpopulation or ill usage and to educate the public in Russia in matters pertaining to animal welfare in general.
