a. To relieve or prevent hardship, poverty, sickness and distress among those people who have suffered and been affected as a result of problems with the Post Offices computer accounting system commonly known as Horizon; andb. To relieve poverty among persons who have worked, whether on an employed or self-employed basis, at Post Office counters and their families.
