The prevention and relief of poverty by supporting and protecting vulnerable communities who are in or at risk of poverty due to climate risk and other natural disasters, and the nature upon which those communities rely for their livelihoods, in particular, but not exclusively, by funding pre-emptive responses, including through subsidising the purchase of risk transfer products.
