To provide in the interests of social welfare a public recreation ground and playing field for the use of the inhabitants of Newton Burgoland and its neighbourhood and to provide facilities in the interests of social welfare for the recreation and leisuretime occupation with the object of improving the conditions of the life of the inhabitants of Newton Burgoland and its neighbourhood.
